Chapter 23. Mutual Effects of Agricultural and Rural Development Policies

More than a quarter of Mexico's population lives in rural areas. The persistence of high poverty rates in these areas represents one of the most compelling challenges to the well-being of the population. Over the last decade, Mexico has implemented significant reforms, including institutional reforms affecting rural territories. This paper describes and analyses the role of SAGARPA's agricultural and rural development policies and SEDESOL's social policy in rural areas. Particular emphasis is placedon the social dimensions of these policies, such as poverty and equality. Complementary aspects of these two approaches are also discussed and some suggestions as to how to improve their coherence are provided.
