The problem of hi - tech parks creation has been posed in Russia since 1991 - 92. One of them was created in Blagoveschensk. The innovative development is the new activity of the university. Innovative activity should co -exist with educative and research activity in universities.As for the Amur State University the Innovative Tech-nological Centre (IT Centre) was created in 2002. It had basically educational productive laboratory. First project were devoted to the process of working out the control sys-tem with plastic cards for Blagoveschensk Heating and Pow-er Plant and creation of electronic control post for shipyard. This ensured the problem - solving of working time registra-tion.
