EPA's Urban Air Toxics Strategy and Minimills

This paper analyzes the federal regulatory program known as the Urban Air Toxics Strategy. It explains why that program will impact air permits held by minimills in both urban and rural settings. It also discusses how the U.S. Environmental Protection Agency (EPA) likely will implement that program.
