In East Dongting Lake area, land use pattern and structure are still inappropriate at present which results in water body and wetland shrinking extremely and flood risk increasing much more. In order to resolve this problem, this paper systematically analyzes the integrated flood risk from hazardous environments, hazard and vulnerability. Accordingly, a relevant risk management mode is put forward. Firstly, enhance the stability of hazardous environments through adjusting land use structure and pattern. Secondly, reduce the risk of flood through redesigning of the spatial distribution of flood prevention projects. Last, decrease the vulnerability of entities through emigration, education and others. All in all, the mode of "floods mitigation-development-rising living standard" can be effective for the study region.
