If Facility Management is to develop into science, it is imperative that experts build and test theories and models of how integral facilities work and how they relate to organizational performance. Facility Management therefore needs to develop valid measurement instruments that not only try to capture the full spectrum of the actual situation, but also the full process from the input of the organization to the perception and use and finally to the performance/output of this organization. Post Occupancy Evaluations (POE's) are intended to compare - in a systematically and thorough fashion - the actual performance of buildings/facilities with explicit performance criteria; this comparison is the evaluation (Preiser et al., 1988). POE implies an analysis of the effectiveness and efficiency of a designed environment for its users. Efficiency refers to the many ways in which physical and organizational parameters influence or even stimulate the attainment of personal and organizational objectives (Zimring & Reisenstein, 1980).
