As part of the FAA's strategy for addressing aviation system security requirements and projected capacity shortfalls, the Global Communication, Navigation, and Surveillance System (GCNSS) Program began in July 2002. The GCNSS Program provides a foundation for multi-agency collaboration by producing early results that define and demonstrate several key elements of a next generation ATM system. GCNSS is conducting applied research of existing technologies for the purpose of enhancing ATM through improved products and services. Phase I concluded in August 2004, and Phase II has been underway since. Phase II consists of two parts: (1) preliminary development of system wide information management (SWIM) and (2) a joint-agency network enabled operations (NEO) security demonstration and experiment. The SWIM activity followed directly from the final part of Phase I and extends into the first quarter of 2006, while the NEO security demonstration is a 10-month effort that began in January 2005.
