Twenty One equals 2 Utilities and 1 SCADA system

Georgetown Texas. Georgetown is a small municipality in Texas located approximately 30 miles north of Austin. In 1996 the city implemented a utility automation project that included a major AMR installation program and an upgrade of the city's existing SCADA system. The old SCADA system consisted of some stand alone phone auto dialers on parts of the wastewater collection system and an Iconics MMI on some of the water distribution system. With the 1996 automation project, the SCADA system upgrade included monitoring a portion of the electric distribution system. The SCADA system that was chosen during the 1996 RFP process included RTUs communicating via a licensed 900 MHz FSK radio system. The MMI that was chosen was a graphical user interface (GUI) developed on an application running on PCs with a Windows operating system. Both of these systems are considered open systems in order to allow for future expansion using these systems or integrating them with other systems. While the communication protocol used by the RTUs is proprietary, this is a very open system in all other facets. The RTUs have all the standard input/output cards and the main CPU comes with 3 communication channels allowing for access to most any other RTU, PLC or IED device. The RTU has most all of the standard protocol drivers including Modbus, DNP, and many other standard drivers allowing for direct access to other proprietary devices and systems.
