What Leads to Highly Functional State Websites? Exploring the Effects of Organizational, Institutional, and Contextual Factors

There have been several theoretical attempts recently to understand the complex relationships between information technologies and social structures in government settings (Kraemer et al., 1989; Fountain, 2001; Dawes & Pardo, 2002). Initially, most ofthe research had a linear way of thinking and assumed unidirectional causality. In order to understand e-government, a more comprehensive and multidimensional approach is needed. In addition, there is a limited, understanding of the relationships between the factors affecting how government uses information technologies, and how information technologies affect the way government works. This understanding is important for both theory development and practical guidance.
