The objectives of the project are to protect the environmental integrity of coastal and marine systems by enabling the states of Comoros, Madagascar, Mauritius and Seychelles to develop or upgrade their oil spill response capability. The specific project objectives are: ? Establishment of the appropriate legal and institutional frameworks for compliance with the relevant international conventions, that is, the International Convention on Oil Pollution Preparedness and Response and Co-operation 1990 (OPRC 90) and the compensation conventions comprising of the International Convention on Civil Liability for Oil Pollution Damage (CLC 92) and the international convention on the establishment of an International Fund for Compensation for Oil Pollution Damage 1992 (FUND 92) ? Development of national and subregional contingency planning processes and plans inclusive of sensitivity maps ? Set up of appropriate national and subregional oil spill response capacity through a regional contingency plan ? Establishment of sustainable financial and institutional agreements, and creation of synergy through subregional cooperation arrangements (particularly with South Africa and France (Reunion Island). The objectives of the project are achieved through (1) building awareness and preparedness at the national level, (2) setting up and organizing oil spill response capability at the national and subregional levels, and (3) building capacity through training at national and regional levels. The World Bank, administrator of GEF funds, funds the project. The World Bank has provided a grant of US$3.2 million. The South African Government, France (Reunion), and IPIECA are cosponsors and contribute in kind in the form of expertise. Project implementation period is 43 months. The overall executing agency is the Indian Ocean Commission (IOC) on behalf of the governments of Comoros, Madagascar, Mauritius, and Seychelles. The project effectiveness date was March 30, 1999 and is being implemented through a Project Management Unit set up for this purpose. The project will end on December 31, 2002. This paper is based on the Project Appraisal Document prepared by the World Bank.
