The demand for gasoline in the US has grown more than 20 percent in the last twenty years while refining capacity has dropped 10 percent. Trying to solve this problem by adding capacity at existing refineries is becoming harder to do because of more stringent environmental regulations and the existence of a complex and open-ended permitting process. One solution is to make the existing processes more energy efficient and productive.
