POWER SYSTEM SITUATION AUTUMN-WINTER 2002-2003 AND ASPECTS OF ENERGY SECURITY IN GEORGIA

This article deals with a planning study of electrical power supply in Georgia for the winter season 2002-2003 carried out by a team set up by the Georgian energy ministry. A mandate was given to specifically address the probable situation and to indicate actions deemed necessary to mitigate the power crisis. Crucial issues and estimates developed in this study are presented herein. As appropriate energy supplies are vitally important for the security of the country it was recommended that the highest level of the Georgian government review the financing programme for energy assistance. A severe and most urgent need for maintenance and repairs in the entire Georgian energy sector was deemed highly critical. Furthermore, the need of securing funding of fuel supplies was addressed. Eventually, as financing appeared to be a major obstacle, a recommendation was given to consolidate the deficit of the Georgian energy system in the state budget. Furthermore, directions were given to establish new policies - backed by Georgian legislation - pertaining to the collection of funds from consumers and even disconnection of non-payers.
