In the paper there are described results of experimental investigation of polarization and spectral characteristics of 3 cm radar signals scattered by sea surface at low grazing angles. Peculiarities of the sea surface scattering co-variation matrix and Doppler spectra of co- and cross-polarized back-scattered signals in linear polarization basis have been analyzed.
