NINETEEN YEARS OF NEGOTIATING NATURAL GAS AND ELECTRIC RATES

This paper will give the reader some insight to procurement of natural gas and electricity in Texas. Fowler Energy Company has assisted industrial and large commercial energy consumers with energy procurement in Texas for the past nineteen years. Numerous challenges exist in negotiating natural gas and electricity rates in Texas due to several unique circumstances. The state is a large natural gas producer; it has both regulated and deregulated areas; and it employs separate state regulatory bodies in the oversight of natural gas and electricity. We will discuss intrastate and interstate gas pipelines, investor owned and municipal local distribution companies (LDCs). On the electric side we will discuss co-ops, intrastate and interstate transmission as well as investor owned and municipally owned utilities. From an end user's standpoint, development of economic alternatives for gas and electricity has proven to be the most effective way to deal with these entities with respect to obtaining competitive energy and energy transportation rates.
