The Three Gorges Project is by far the biggest hydropower project in the world. No doubt the risk involved has been high. This paper examines the characteristics and explains the new concept and goals, of safety management in the Project. It demonstrates how a safety management system is improved and what innovations have been made with the Project in terms of work safety. It also discusses safety culture building, which is believed to be essential to safety management.
