The development of small and middle enterprise plays a more and more important part in National economy and social development. The policy behaviors of government directly affect the development of small and middle enterprise. In this essay, during researching the policy variation processes, analyzing the policy defects, exploring the advancement countermeasure of small and middle enterprise and mentioning the government's main functions in promoting the development of small and middle enterprise.
