An Innovative Study about How Operating Management Lapses Form Expressway Disasters in China

The problem of preventing expressway disasters is an important research topic that puzzles expressway governors in China. This paper aims to make an innovative study about the role of operating management system of expressway companies in forming the disasters. First, it makes an original definition and classification to the concept Expressway Disasters, and then it puts forwards a new model for forming-disaster mechanism on expressway, and emphasizes the crucial effect of operating management factor in this model. After that, the paper demonstrates how the operating management lapses form expressway disasters from three aspects. Although operating lapses are the deepest causer of expressway disasters, they can be forewarned and controlled in advance by expressway administration companies to lessen the losses to the minim with the help of forewarning management method.
