Evaluating the Environmental Value of Pollutants in China Power Industry

China has been confronted with serious environmental challenge since the early 1980s. Environment pollution is a typical phenomenon of external diseconomy, which always results in market failures and tremendous economic damage. In order to evaluate the environmental value (EV) of pollutants, this paper has applied the theory of Environment Economics, made reference to the China Pollution Charge Schedule (PCS) on total emission and the U.S. EV. The evaluation reveals that the EV possessed by such main pollutants as SO_2, NOx, CO, CO_2 and TSP amount to about 6000, 8000, 1000, 23, 2200 RMB/t respectively in current China.
