When organizing work on nuclear vessel utilization, the issues of ensuring both nuclear and radiation safety should be regarded as a fundamental condition at all stages of the utilization operations. At the present time one can state that the whole utilization process is relatively stable is relatively stable: -the level of preparedness of both the industrial capacities and the involved personnel has improved and -the pace of work has appreciably accelerated. One has also managed to gain strict technological regulation of all performed work, establish a list of potential dangerous operations, develop technical requirements for to their realization; simultaneously, training of the involved personnel has been organized. In addition to routine technological processes (for which regulation was a priori considered as necessary and indisputable), some key inventions were made the implementation of which allowed for raising both the nuclear and radiation safety to a higher qualitative level. In the given paper an attempt is made to characterize both the role and place of the above actions in the technological sequence of utilization operations and also to demonstrate the amount and contents of R&D work to be performed at a stage prior to implementation.
