ON RISK IN DECOMMISSIONING OF NUCLEAR SUBMARINES (NS)

Trying to answer the question, raised in the very beginning of the report, if we are able to assess global risk (see our explanation of the word "global" in this paper) in NS utilization, we would not be able to give an affirmative answer to the question. There are too many unclear issues. We define risk as the sum of products of event probability and its consequences. The situation will be even more complicated, if the public starts asking questions, mentioned in section 9. We have already mentioned in the beginning, the specific problems we have. The main one - at what time period we want to give an answer-in 10, 100, 1000 years. Depending on this, we determine a range of scientific, engineering and social problems, which are to be solved.
