IEEE P-1547 proposes to specify the mandatory, minimum, functional technical requirements that are universally needed to help assure a technically sound interconnection of distributed resources to the area electric power system. Although not explicitly stated, it is anticipated that most of these interconnections will take place at the distribution system level. This paper will summarize the objectives and work to date on P-1547 and its current status. In addition, several proposed follow-on projects are described. The proposed standards are anticipated to impact regulatory body decisions and requirements relating to distributed generation. The Standards Working Group efforts leading up to the final balloting have been extensive and not without controversy. The interests of the "User" group (which includes the utilities to which DR will be interconnected, DR owners, and DR installers) at times seemed to be the completely the opposite of the interests of the "Producer" (manufacturers of DR equipment) and "General Interest" groups (government organizations, advocacy and environmental organizations). This paper will attempt to describe the positions of all interested parties and indicate where there seems to be final agreement. The addition of DR to an area electric power system will have significant impacts on the control and operation of the power system. As the penetration of DR increases, there may be requirements for significant modifications (perhaps total replacement) of current substation monitoring, control and automation schemes. Some of the more significant potential impacts are indicated.
