Standard DOE-STD-3013 provides criteria for the stabilization and packaging of plutonium-bearing materials. These criteria assure that the plutonium-bearing materials are in safe and stable forms and that the packages may be safely handled, shipped and stored, with minimal surveillance, for up to fifty years. The package consists of two, individually nested containers with the plutonium-bearing materials within the inner container. Closure welding of DOE-STD-3013 Outer Containers (outer can) is a key element in the overall Department of Energy (DOE) strategy for the stabilization, packaging and storage of plutonium-bearing materials. The outer can provides the primary barrier and pressure boundary against release of plutonium-bearing materials to the environment.
