Ontario's forests cover 56 million hectares (equivalent to the combined area of Minnesota, Wisconsin, Michigan, Ohio and West Virginia). Of this area, 78% is publicly owned (OMNR 2002b). Under a recent land-use planning exercise, 12% of the province'sCrown lands will be protected from logging (OMNR 1999), based on the recommendations of the Brundtland Commission report (World Commission on Environment and Development 1987) and the "Endangered Spaces" campaign in Canada (Hummel 1989). Management formost of the area where forestry is permitted is the responsibility of the forest products industry through an evergreen licensing system. Where the area is not licensed to the forest products industry the Ontario Ministry of Natural Resources (OMNR) manages forest activities directly.
