A novel method is introduced for incorporating Gauss's law into a Hamiltonian formulation of classical Yang-Mills theory. The method is motivated by Lie's theory of function groups and it produces a local Hamiltonian that decomposes into a finite Laurent series in powers of the coupling constant.
