Study on the System Innovation in Farm Land Transfer for Construction Use in the Suburban Area of Large Cities in China - Shanghai as Sample

摘要

The land for construction use continuously expands with the edge of cities expanding in China, which causes a great mount of farm land move to the land for construction purpose. The situation in large city is different from that of other places, since the benefits of farm land around large city is quite high compared with the low compensation of confiscating land. Therefore, peasants are reluctant to transfer their lands for construction projects. This paper analyzes the inner driving mechanism of farm land move to construction use in economic way, puts forward the way that peasants sacrifice farm land use right to involve urbanization in return. Such innovation transfer modes as: endowing the property of farm land contract, establishing land evaluating system, farmhouse land replacing town building, pushing land stock etc are suggested. Take Shanghai as a case, explore the innovation procedures there to deal with this problem. In this sense, this study can be referenced to solve farm land move in suburban areas of large cities in China.
