There is a consensus among scholars and decision makers that tackling environmental problems require a joint effort of many (preferably all) groups. In this paper we discuss quantitatively the problem of implementation of the environmental cooperation among several enterprises, namely, how to start up and carry out the voluntary environmental cooperation with consistency. Firstly, the cooperative and non-cooperative models for enterprises that are supervised by a government are set up based on game theory, from which the solutions for cooperative and non-cooperative game can be obtained. Secondly, in a static context, the general formula of financial transfers is deduced so that efficiency and stability in the sense of the core of a cooperative game can be achieved.
