THERMAL INDOOR CLIMATE AS A BUILDING PERFORMANCE

In the assessment of thermal indoor climate in the Netherlands, the directives commonly used, are the ones given in 1979 and 1991 by the Government Buildings Agency (GBA). The criteria formulated in 1991, expressed in 'weighted excess hours' were a subject for debate. This paper treats these directives and their backgrounds, but above all, a proposal for new guidelines is presented. It incorporates the new notions about desired comfort temperature as described by "adaptive models" as given by De Dear and Brager.
