The principal standards for mainstream shipping are derived from IMO conventions. The importance of having internationally agreed rules is that a ship complying with such rules can sail to any port in any country and have the certificates attesting to its safety accepted by the officials of the port State However, there must be a limit to the application of any regulations. The IMO conventions, in general terms, deal only with ships on international voyages. In addition, although the International Convention for the Safety of Life at Sea (SOLAS) applies to all passenger ships, it applies only to cargo ships of over 500 gross tonnage.
