Local regulations and agreements for protection of water quality and control of NPS pollution are becoming increasingly common. These ordinances and agreements are, in effect, forms of non-structural BMPs designed to prevent and reduce pollution and protect water quality through creation of processes for planning and review, establishment of requirements for structural and non-structura BMPs, and provision of mechanisms for assuring compliance.
