Therefore, facing the opportunities and challenges brought by the globalization and intellectual economy in the 21st century, China should take full advantage of existed experience, stress the importance of technological innovation, development high-tech industry, employ advanced technologies to upgrade traditional industries, expedite the pace of industrial structure adjustment, and then improve the national comprehensive competences.
