Although the heterogeneous nature of the Internet may not prevent from the proliferation of multimedia services, it does have some difficulty in dealing with the nature of QoS difference from subscribers' network and their computers' performance. If a video sever could generate respective data rates with respect to given QoS in real-time, each clients' session can be provided with different video streams in that differently scaled video stream can cope with dynamic QoS. In addition, it can be much more adaptive because video data is not stored redundantly which normally reduces the availability of storage. For this purpose, we introduce Frame Rate Scaling and Fidelity Scaling techniques for splitting an MPEG video data, which is performed by a picture sealer, and a picture composer to regenerate it. To deliver stream with different transfer rate depending on a subscriber's network, we propose some modules dealing with QoS variation, which are running on client and server. Furthermore, we describe the block architecture that can integrate all these techniques, and analyze it from experiments. The techniques introduced in this paper can utilize the given network resources, and provide appropriate multimedia streams with respect to clients' computing environment.
