Regulatory authorities are moving away from prescriptive approaches in pipeline design and operation to 'risk management' as the safest and most cost effective means of maintaining and improving safety levels in pipelines. Additionally, operators and regulators are recognising the importance and usefulness of 'management systems'. This paper introduces the reader to risk management methods, and management systems, and combines these two approaches to produce a complete risk management system, including emergency planning and procedures, which can be used on a pipeline system.
