Thermal desorption systems have been used at a number of manufactured gas plant (MGP) sites to treat contaminated soils. Extensive stack emission testing has been conducted at a several of these sites. However, stack gas emissions from thermal treatment systems are perceived by a segment of the public as a significant concern. A study was performed by Wisconsin Electric Power Company to address concerns expressed by community members regarding a proposed plan to use a thermal desorption system to remediate an MGP site in Kenosha, Wisconsin. This paper presents a summary of projected emissions and ambient air quality impacts resulting from the operation of a thermal desorption system. Emission parameters include polynuclear aromatic hydrocarbons (PAHs), benzene, toluene and xylene (BTX); total hydrocarbons (THC), carbon monoxide (CO), and lead. Estimated ambient air quality impacts from the operation of the thermal desorption system were compared to risk-based standards and measured ambient concentrations during excavation activities at MGP sites. Estimated mass emissions from the thermal desorption system were also compared with mass emissions from automobiles and diesel trucks.
