A STREAMLINED PROCESS FOR CONTAMINATED SITE CLOSURE

The Energy and Environmental Research Group (EERG) at Iowa State University, under the direction of Johanshir Golchin of Iowa Department of Natural Resources has developed a conceptual model referred to as the Site Closure Protocol (SCP) for administrative closure of environmentally impaired sites. The process will initially be applied to the closure of former manufactured gas plant (FMGP) sites in the State of Iowa and the concept can be expanded for use at other impacted properties in Iowa and elsewhere in the nation. The first step of the SCP is the completion of a thorough site characterization, which includes both the soil and the groundwater media. The next step of the SCP will focus on planning toward closure of the site. A work plan referred to as the Site Closure Technology Planning (SCTP) work plan is prepared. This work plan specifies the procedures that will be used to obtain closure. A primary component of the plan is the description of the monitored and enhanced natural attenuation (MENA) process that will be used at the specific site. The MENA process is similar to the EPA's monitored natural attenuation concept except that engineered remedial technologies are an implicit part of the process. The monitoring data collected during the MENA portion of the work described above will be evaluated to determine what the research group has defined as the Golchin Index (GI). The GI is the rate of contaminant attenuation required to yield an Environmentally Acceptable Concentration (EAC) in groundwater within a reasonable time frame. The actual Attenuation Rate (AR) is compared with GI to demonstrate the effectiveness of degradation process toward site closure.
