Trade liberalisation: its role in policy reform and agricultural development in developing countries

There were several achievements in the Uruguay Round. It was the first time that agriculture was brought under the multilateral trading system and also the first time that many developing countries actively participated in the negotiation process, with a clear objective to strengthen the multilateral rules to counter the power of some major developed countries. Developing countries were also successfully negotiating for various provisions that take into account their particular problems. And yet the Uruguay Round results and impacts have been very modest. Many developing countries feel that the Agreement on Agriculture was imposed on them by the major developed countries and there are still huge imbalances between the rights of the developed countries and those of the developing ones.
