The authors put forward the idea that Western China must be developed through a market economy and not by government programs. Since 1949 there have been two WCD programs instituted by the government. The economy of Western China is dualistic, that is there is a great difference between rural economies and urban economies. The process of development in Western China is directly related to the market economy. Based on the above analysis, the authors give suggestions for the Third WCD and put forward an analogy that address this in four ways. China's undeveloped areas have a long history. Each era and region has its own characteristics. During the Sony Dynasty the development of China south of the Yangtze River began. The Han national culture was transferred from the Han political center. Military troops stationed along the border during the Han dynasty and the Qing dynasty continued this work. This continued into the early days of the People's Republic of China (PRC). This not only spread the culture but stabilized border areas. In his famous paper, On Ten Relationships, Mao Zedong mentions the relationship between coastal and inland regions. The official declaration of Western China development, setting off the East, Middle, and Western regions, was made in the 1980's. In 1999 Secretary General Jiang Zemin and Premier Zhu Rongji emphasized the need for the development of Western China. Currently the development of Western China is a much-discussed topic. Government officials, businessmen and women and the media are all discussing the WCD stratagem. The WCD policy and business opportunities are also widely discussed. Some hold the opinion that the success of the WCD depends on the government. Two questions need to be resolved. The first question is what is essential for a successful WCD? The second question is what is the standard of success to be? It is necessary to look back at the history of WCD since the establishment of the PRC to help answer these questions.
