Interpretation and implementation of the new standard IS0 17025 by national metrology institutes in Europe (INITIATION)

The CIPM Mutual Recognition Arrangement (MRA) implies for national metrology institutes (NMIs) the participation in key comparisons and an operational quality system (QS). These two requirements guarantee the claimed uncertainties of the NMI calibration services. The key comparisons are (mostly) restricted to anchor points in the traceability chain. In Europe the NMIs have adopted IS0 17025 (the successor of IS0 Guide 25) as standard for their QS. They can choose between third party assessment and self declaration of their quality system. To ensure that there is a common understanding in Europe of the requirements of IS0 17025 as they apply to NMIs, the two-years project INITIATION started with participation of many European NMIs. This project is funded by the European Commission. It should be noted however, that the INITIATION project surely will not stop at the European borders. Close links with e.g. non-European countries and organisations will be further established to arrive at a global uniform manner of interpretation and implementation of the new IS0 17025.
