This paper, in view of the four major adjustment steps in urban water resources development strategy, i. e. explore resources, water conservation and wastewater treatment, which China has been experienced in the past 50 years, indicates that no matter how the methods adopted in earlier years, called as "Water supply upon demand and water sources development simply" or in the middle stage called as "Water sources development as the major way and water conservation advocated" as well as in recent years, designed as "Both water sources development and water conservation of equal privilege" or "Water sources development, water conservation and wastewater treatment of same agenda" have effectively worked in their specific periods, however, such measures have to be adjusted timely. This paper points out that the practice has proved that the method of "same agenda" can hardly solve water problems basically in China either in the past or at the present, therefore, it can not cope with future crises. With this consideration, the author of this paper presents a new strategy that focuses on "Water conservation as the priority, wastewater treatment as the basic way and seeking more channels to explore water sources" in order to promote the proper cycle of urban water system.
