TOKYO AND LONDON - A COMPARISON OF EMISSIONS INVENTORIES

Emissions inventories have been prepared for many different countries. Although common procedures such as CORINAIR have been adopted, comparisons of national inventories remain problematic because of differences in data availability and the different bases adopted. Within the UK. the Urban Atmospheric Emissions Inventory Programme has provided inventories for a number of urban areas, using the best available data and following common procedures. Very few comparisons have been made between the inventories for cities in different countries. This paper compares the atmospheric emissions inventories for London and Tokyo. The London inventory has been compiled by the London Research Centre as part of the UK's Urban Atmospheric Emissions Inventory Programme and includes both industrial and combustion sources. The Tokyo Inventory has been compiled by the Institute of Behavioural Sciences for Tokyo Metropolitan Government on what appears to be a similar basis. The paper compares: 1. The different geographical characteristics of London and Tokyo which are reflected in their differing use of energy; 2. The differences in emissions which reflect the differing use of energy: 3. The emissions inventory compilation procedures. This paper is a by-product of work currently being undertaken by the London Research Centre (LRC) on emissions inventories and its collaboration with the Imperial College of Science, Technology and Medicine in the Japanese Government's hydrogen research programme.
