The Colorado Air Inventory System A tool for managing and reporting point source emission inventories to the EPA

The Colorado Air Pollution Control Division in conjunction with TRC Environmental Corporation is developing an integrated air data management system aimed at replacing their use of the U.S. EPA's AIRS Facility Subsystem (AFS). This windows-based system consists of several modules supporting a comprehensive view of stationary source information in an integrated database. The emissions component of this modular system, which features a graphical user interface, supports managing estimates of annual emissions as well as typical day emissions in support of State Implementation Programs. To simplify federal reporting to either the EPA's AIRS Facility System or National Emission Trends system, which supports the Emission Inventory Improvement Program (EIIP) data model, the Colorado Air Inventory System was designed to be compatible with both. The database supports the classic Plant, Stack, Point, Process (e.g. AFS segment) data hierarchy featured in both AFS and EIIP. The billing component of the system supports generating invoices for both permit processing and annual emissions fees. This system is fully integrated with the emissions component of the system and specifically supports: generating and printing invoices, posting payments, adjusting and regenerating invoices to resolve discrepancies, generating late and final notices for overdue accounts, and electronic reporting to the Colorado Accounts Receivable system. The Colorado system compares favorably with other air data management tools because it was designed and developed by computer professionals who also possess a unique understanding of Federal and State agency regulatory air programs. This approach resulted in a powerful yet easy to use system representing the next generation in air data management tools. This presentation provides an in-depth look at the features which make the Colorado Air Inventory System an excellent alternative to AFS and other available air data management systems.
