Design of a Model for Stability and Reconstruction Policy Evaluation for Underdeveloped Urban Economies

The success of stability operations derives in part from the ability of military forces and their civilian partners to harness various financial elements such as humanitarian aid and direct investment to create sustainable development and reduce economic volatility within populations. Economic policy is complicated by competition from illegal sectors as well as opposing forces themselves using similar means to finance their activities and destabilize attempts at nation building. The Urban Crisis Economic Model (UCEM) is a tool that models the economic actors and activity of an urban area in a crisis state and provides feedback to allow for the evaluation of stability operation policy as well as integrate economics into larger synthetic environments for training exercises. This paper will present a detailed view of the design of UCEM.
