There are a lot of events all over the world that gather much people in one place from across the globe. It can be airports, underground, mass demonstrations or international conferences. Most crowded events mobilize all the authorities that are responsible for safety, well-being and guidance of people. Any crowded environment or event can be predicted and right organized by applying crowd behavior simulation and revealing potential threats concerned with crowd congestion. The goal of the project is to create a high-effective situation control system for locating and monitoring the people and vehicle movements, for modeling standard and emergency situations. System will provide officials with essential information for real-time evaluation of possible emergency situations, forecasting how the situations will evolve. Crowd Monitoring and Control System is based on 3 main components: - Real-Time Location Measurement System to locate and to track all moving objects (people, officials, vehicles); - Situation Control Centers to project field data so as to make decisions, issue orders, forecast emergency situations, etc; - Simulation and Modeling System based on participants location data to provide the necessary tools for running models and scenarios to execute the needed actions and make right decisions in possible emergency situations. System will provide officials with essential information for real-time evaluation of possible emergency situations, forecasting how the situations will evolve. This will help the officials involved to make right decisions in any situations. The main tasks of the project are: - Create an infrastructure for location and communication of people, officers and vehicles; - Develop numerous set of models for emergency and critical situations; - Establish situation control centers and monitoring rooms; - Educate and train the dedicated personnel to supervise and control the situations. The points covered are: - Providing special technologies for people's identification and how to locate them; - Monitoring entry, moving and leaving of a great number of people; - Routing and timing of the groups movement to, from and inside the sites; - Providing people with the extensive information services (people and their belongings, [lost & found], police/fire/medicine emergency calls, weather, news, etc.); - Preparing the simulation scenarios of the possible emergencies (fire, panic, terrorist attacks, etc.) in different locations and modeling corresponding actions of the special forces and government institutions; - Real-time monitoring of the situation at the selected locations (buildings, streets, cross-roads, rest areas, buses, vehicles, etc) using sophisticated visualization, communication and information processing; - Other functions.
