In order to assess the adequacy of the legal framework governing the safety o f its reservior dams, the Ministry of Water Resources of PRC has undertaken a broad review of the enacted laws, regulations and guidelines. Comparisons with international practices and standards have shown that some amendments and improvements should be implemented to enhance dam safety. In addition to the introduction of s ome provisions pertaining to an efficient dam afety program, it is conceived, in particular, to set up an independent regulatory agency which will enforce dam safety requirements through a registration and licensing process linking operation manintenance and surveillance. This agency should have authority on all dams, whaterver the owner, with a storage capacity of 100,000 m~3 and more.
