Estonia's First In-Fence Chp Plant

This paper presents Estonia's first in-fence CHP plant in Kunda. The plant was installed in 1999 and produces electrical power to the cement factory and hot water for district heating of the Kunda Municipality. Saving in factory's cost of energy was the main goal when the investment was decided. Kunda Nordic Cement Corp. (KNC) is a member of Scancem/Heidelberger Cement Group and produce cement mainly to Estonian and West European markets. Kunda factory is located in the Eastern Estonia on the coast of the Gulf of Finland and it has one of the best raw material resources in Europe. Due to fast increasing cost of electricity KNC decided in 1998 to invest for own CHP plant. After several optimization rounds it was found out that the most profitable solution was 3,1 MWe gas engine plant, which is capable to produce 3,5 MWth hot water for district heating of the Kunda City. Electrical efficiency of the plant is 40% and total efficiency during the heating season is higher than 85%. The CHP plant is running year around and produces more than 30% of electricity needed in factory and 60% of district heat consumed in the Kunda City. The plant is installed inside the factory area, when also the electrical distribution cost is saved. Wartsila Pure Energy Plant is based on modular design, especially fitted for industrial use The power house and the plant layout has been made to accommodate later the installation of additional generator sets. Power plant is remote controlled and monitored from the cement factory's control room. Wartsila NSD performs maintenance. Heat production of the plant is replacing the production by oil shale and reduces remarkable the SOx and particle emissions. The Kunda Pure Energy Plant is the first modern technology combined heat and power plant in Estonia and it will show the way to distributed low emission-high efficiency power generation.
