With the expanding focus on Polarization-model-dispersion (PMD) as a critical impairment in 10 and 40 Gb/s systems a variety of PMD compensators (PMDC) are being developed for mitigation [1-4]. Based on the literature reports, each PMDC is tested in a different manner with little or no consistency between laboratories. Moreover, the only known PMD emulation product available at the time of this writing generates first-order PMD alone.
