Concerning the major bottlenecks in international co-operation and a plan of action for dealing with them, I. Pryke considered that many fora and organisations are addressing this issue, but that no magic formula had yet been created. The co-operation will have to be tailored to each activity. People working in disaster management are not always fully aware of what remote sensing can do for them; remote sensing is definitely taken into account in these workshops. R. Jakhu asked two questions to the panel: first, whether they could give a definition of international co-operation, and, secondly, how difficult it is to achieve international co-operation if the dominant player has the goal to dominate in the space sector. F. Dodu replied by saying that international cooperation might be difficult to achieve, but that a lot of examples can be given of successes in international co-operation, for example, INTELSAT. He also gave the example of Hispasat, launched by Spain.
