In 1992, Chinese Government decided to make the auto industry one of the pillar industry of China national economy. In 1994, our government promulgated the "Government Policy of the Auto Industry". During the 8~(th) five year plan period, our auto industry entered the high-speed development stage. In this period, the investment magnitude was enlarged, the production capability was greatly increased, the auto output was speedily enhanced, and the technical level was greatly promoted. 1996 was the first year of the 9~(th) five year plan. The national economy achieved soft landing, and developed well. The gross national product increased 9.7 percent, while the rate of rising commodity retail price was 6.1 percent, and the macro-control target of national economy was realized China auto industry developed well too. The auto production capability and technical level were enhanced further. The automobile production increased a little, but motorcycle production increased a lot. In auto market, supply exceeded the demand, competition was intense, and the auto prices were kept stable with a little lowering. The product-mix of motor vehicles and the organizational structure of auto enterprises tended to be rational.
