This paper uniquely points out the factors which have caused the problems in manufacturing and quality performance. It shows the concerns in international trade over the years and the decline of U.S. trade balance. Then what industry needs to do to compete internationally and nationally by improving our methods and quality. The paper contains what needs to be done to implement a Total Quality Management strategy. It includes the emphasis by the Department of Defense; the Bean Counter Philosophy; the need for quality design reviews and the impact of poor quality designs; defect prevention methods and SPC including services quality; the need for a cultural change and that motivation begins with management; points out that 95% of the efforts in producing a product is consumed by activities other than the physical making of it; also points out what we need to do in Design, Purchasing/Suppliers, Production, Participative Management, Technology, Rework and Repair, Quality Costs, SPC, Productivity, Profit through Quality, Pride in Workmanship, and Management.
