This paper describes an automatic calibration system for electrical power and energy meters. The system consists of a precision power source, a reference standard and a controller. It can calibrate single- or three-phase meters with or without a pulse output as well as meters with rotating disk. The measurements cover wide frequency, voltage and current ranges at any power factor, from zero-lag through unity to zero-lead. A method to synchronize meters-under-test to the power source is reported. It also described techniques for proper shielding and grounding.
