The use of alkaline coal combustion by-products (CCB's) for acid mine drainage (AMD) abatement has obvious conceptual appeal. The most common practice in this regard is the haulback arrangement in which CCB's are incorporated into the backfill at an active surface coal mining operation. This can enhance the ability of the mine operator to obtain a permit by reducing the risk of post-mining AMD discharges1 and can allow the power plant operator to maximize the useful life of an on-site CCB disposal facility or eliminate fees for landfill disposal.
