Alternative fuels, PNGV,...: the struggle for energy independence

Should the U.S. seek alternative to alternative fuels? This paper looks at the progress that alternative fuels have made in reducing the dependence on foreign oil, and also looks at other programs such as the Partnership for New Generation of Vehicles (PNGV) to see which is practical.
